Fake Pipe Bomb Prompts Piedmont Police Alert Thursday Morning

Streets Briefly Closed and Several homes Evacuated Thursday Morning

A fake pipe bomb in the backpack of Pablo Jesus Guardado, 36, Oakland, was “rendered safe” by the Alameda County Bomb Squad.  Also found in the backpack was an unloaded gun and two switchblade knives according to Piedmont Capt. Chris Monahan.

 

“Police investigating a report of a suspicious person in the area of Wildwood and Winsor avenues about 8:30 a.m. detained Guardado in the 1100 block of Warfield Avenue. …  Streets in the area were shut down and some homes evacuated while the bomb squad did its work.

Authorities said that “out of an abundance of caution,” Wildwood Elementary School, 301 Wildwood Ave., a few blocks away, was placed on a shelter-in-place status.”  East Bay Times

Piedmont Police Press Release:

On September 27, 2018, at approximately 8:30 a.m., Piedmont Police responded to a report of a suspicious person in the area of Wildwood Avenue at Winsor Avenue in Piedmont. Officers located the individual, detained him and located an unloaded firearm, two switchblade knives and what appeared to be an explosive device. The individual was taken into custody without further incident.

Officers cordoned off the area and immediately began evacuating nearby residences. Wildwood Elementary School was directed to shelter-in-place.

The Piedmont Police Department requested the assistance of the Alameda County Sheriff’s Office Bomb Squad. Bomb Squad technicians responded to the scene, examined the device and were able to render it safe. Although the device was made to appear to look as an explosive device it was found to not contain any explosive material. Residents and Wildwood School staff were notified of the resolution of the event and that it was safe to return to their homes and routine school activity.

Major Renovations to Recreation Center and Veterans Hall Move Forward

Renovations are projected to cost millions. 

On September 17th of 2018, the Piedmont City Council met in the Council Chamber of City Hall. The meeting opened with a designated ten-minute period of open comments, where community members can speak on items not listed on the general agenda.

Mr. Maganas, a longtime resident of Piedmont, highlighted a lack of knowledge among parents and students concerning the Peralta Community College system offering college-level classes such as Calculus I and II through Berkeley City College, Laney College, and three others. The Peralta Colleges offer a valuable resource to students hoping to challenge themselves academically with advanced courses. Maganas hoped to increase awareness of this resource among high school students and parents.

Mayor Robert McBain declared September a month of Suicide Prevention Awareness, as a part of the national effort to reduce suicide and self-harm, especially among teens. Council members, such as Teddy King, voiced unwavering support for McBain in raising this issue, as she has lost family members in the past to suicide.

Next, an East Bay Regional Park District Board Member, Dee Rosario gave the Council a report on Measure FF. Measure CC, which passed in 2004, stipulates that twelve dollars a year are received from properties and used for park infrastructure, ecological projects, electrical maintenance, fuel reduction, sewage cleanup, and restroom repair; for example, the Crab Cove Visitor Center is now open year-round thanks to funding from Measure CC, as opposed to only a few months or a season at a time. Measure CC has been rebranded as Measure FF and falls under the same stipulations for funding. Measure FF has been renewed for the next twenty years.

The Council then discussed the consideration of appointing a new Piedmont Fire Chief.  After a lengthy vetting process by two separate panels composed of respected Piedmont residents and others working in law or government, City Administrator Paul Benoit had presented to the City Council the narrowed field of two applicants.

The Council then interviewed the two finalists, selecting Bret Black, currently serving in Clovis, California. This comprehensive search arose following the retirement of beloved community-member Bud McLaren, who faithfully served as Fire Chief in Piedmont for five years. Following a unanimous vote among the City Council members, Bret Black was hired to fill the Fire Chief position beginning October 1st with a starting annual salary of $193,164.

Closing out the agenda, two architects from the Bay Area firm Siegel & Strain – Larry Strain and Roland Lazzarotto -presented a report on potential renovations of Piedmont’s Recreation Center and the Piedmont Veterans’ Hall. Both buildings, are seventy-years old or older and are in dire need of renovation and remodeling.

Though not dilapidated, the floor plan of the Recreation Center is considered archaic, and the plans presented outline a better use of square footage and increased operational efficiency for educational use and programs.

For example, Lazzarotto drafted plans to reorganize the building layout, moving the preschool away from the entrance. In the event of an intruder, the rooms should be ordered in a fashion keeping the youngest children farthest from the main door.

Similarly, Lazzarotto proposed ripping out the driveway and replacing the space with a fenced off play area with shade and soft ground. Lastly, he proposed renovating the defunct attic into an office space and conference room, while installing an elevator to access all three main floors. On each floor, bathrooms would either be renovated or torn out, and modified to meet ADA accessibility standards.

In the case of the Veterans Hall, Lazzarotto sought to maximize efficiency in a similar manner: rip out the stage to create a larger ballroom, while establishing smaller classrooms and multi-purpose rooms on the side. The kitchen would be renovated and brought up to modern standards, in hopes of accommodating future weddings in the new space.

Before he left, I had the opportunity to briefly interview Mr. Lazzarotto about his role at the meeting tonight. He noted that his group, Siegel and Strain, focused on providing sustainable and affordable projects.

During the presentation, Councilwoman Jen Cavenaugh questioned the environmental sustainability of the building, and Mr. Larry Siegel- Lazzarotto’s companion – highlighted their plan to reuse the wood and install new windows, both reducing carbon emissions and waste.

The Recreational Center was in immediate need of increased accessibility; for example, the reception desk lies on the second floor, and is not wheelchair accessible.

Both buildings have outlived their functional use and require restructuring and renovation to meet the accessibility and safety standards of today. Now that the City Council has reached a general consensus and approval of the layouts, Lazzarotto will in the future provide drafts and layouts to City Administrator Paul Benoit.

As the discussion and presentation came to a close among the Council, student Mia Horvath asked City Administrator Paul Benoit- who had been working in conjunction with Siegel and Strain – how renovations and construction would affect public access to the space; for example, the Recreational Center sits at a major thoroughfare that parents drive by to drop off their kids at the Middle and High School. Though the Council did not have an immediate solution, Mayor McBain affirmed that a well-planned schedule would be released in the future to ease traffic and pedestrian flow.

Tim Rood mentioned that these renovations would mean losing access to the services of the Recreational Center for months on end, but Paul Benoit noted that it would be possible to relocate these offices and services for the duration of construction. The plans are currently in development and in their drafting phase, so all propositions and suggestions are subject to change.

The City Council meets on the 1st and 3rd Mondays of each month to discuss, consider, and announce citywide events, issues, notices, and more.

Piedmont School District: Teacher Vacancies, Call for More Funding

Physics and Spanish teacher vacancies to be filled by online computer programs. – 
School Board Meeting – 9/12/18 –

On Wednesday, September 12th, the Piedmont School Board met in the City Council Chambers for it’s bi-monthly meeting. The main focus of the meeting the budget and spending of the Piedmont Unified School District (PUSD).

The agenda started with announcement of the decisions of the School Board during the closed meeting.

Four Student Matters: Temporary PE Medical Exemptions – Education Code 35146 were approved.

Ms. Frank from the Piedmont Education Foundation (PEF) rose to commend the school administration for being transparent in the School District’s financials.

The Parents Club also chipped in $300,000 dollars, leaving a $200,000 difference left, which would be paid using reserves. However, this would empty the reserves, leaving no money for next year.

Next, Piedmont High School (PHS) ASB President Max Roitblat and Millennium High School (MHS) ASB Vice President Miles Smith reported what is going on in PHS and MHS.

After the report, the School Board opened the Public Forum, where attendees could address items not on the agenda.

Parent Deborah Leeland was to first to speak, expressing her and her daughter’s disappointment in the School District. Ms. Leeland mentions how her daughter has been without a physics teacher for 5 weeks, and given no instruction during those weeks, and showed her frustration in the school’s lack of a contingency plan.

PHS Senior Connor Tang came next, asking the Board to not hold the Class of 2019’s graduation ceremony in one of the school’s gyms. The Board announced that the graduation would not be held in the gym.

Next, PHS Senior Luke Anderson rose to ask about the school’s policy for transfer students in the athletics program. The Board suggested asking Mr. Littlefield or Mr. Powell for more information about the policy.

PHS Senior Ben Williamson rose next, commending the School Board for increasing the amount of food at the food court.

Afterwards, PHS Senior Will Wolfe came up to speak about the food court lines. He first complimented that the lines improved a lot with the addition of grade specific lines, but recommended opening up the side food court window and the Alan Harvey Theater ticket room to allow students to purchase only snacks.

Next, PHS Senior Margi Brayer rose to talk about the school’s trash problem. She mentioned how students leave trash all over Piedmont Park, and asked  the School Board to add more trash cans and think about relocating trash bins to encourage students to throw away their trash into correct bins.

PHS Senior Gillian Truesdell asked about how PHS clubs can raise money within the school. While the clubs can do so, the current system is tedious and a more direct system would be more beneficial to use. She also says that having pre-approval on what to sell and having more days to fundraise within school will allow clubs to raise more money.

PHS Senior Hannah Yin was the last to speak, thanking the School Board for holding more discussions about diversity.

The next item on the agenda was the Superintendent’s Announcements. Randall Booker updated the Board with the current physics and Spanish teacher vacancies, saying that “we all recognize that this is a extremely challenging time, and not ideal in any circumstances.”

Mr. Booker acknowledged that there is a teacher shortage all across California, especially in the Bay Area due to the high cost of living pricing teachers away from the area. He also announced that to move forward, the online learning service Edgenuity will be used. Although it is not the ideal solution, it is the best solution given the current circumstances, all while trying to find candidates to hire.

I agree that using an online course is, while not the best solution, is the only realistic choice to make given the current situation and the teacher shortage. While I agree, I feel that the choice in using an online course could have been implemented earlier instead of slowly adding it to the school more than five weeks into the school year.

After the Superintendent’s Announcements, the School Board moved to ratify the appointment of Erin Pope as PHS’s Assistant Principal. Mr. Booker cites Erin Pope’s experience as the associate principal at the Acalanes Unified School District, 15 years as a social studies teacher at Terra Linda High School, and how she attended Dominican College, Golden Gate University, and San Francisco State University.

Board member Cory Smegal motioned to ratify the appointment, seconded by Andrea Swenson. The School Board unanimously ratified Erin Pope’s appointment.

Superintendent Mr. Booker then introduced Ruth Alahydoian, Chief Financial Officer for PUSD, to present the 2017-2018 Unaudited Actuals Financial Report for approval. According to the report, the District ended the year with $26 million ($22 million from the H1 Bond, $2 million in the General Fund, and $2 million from other funds). The Districts expenditures have been growing faster than revenues, shrinking the fund balance and reserves.

The District must pay STRS & PERS more than what the LCFF generates for the fund. Alan Harvey Theater
had a donation fund of $26K, while Witter Field maintenance and repair funds has $422K. Ms. Swenson motioned to approve the report, being seconded by Amal Smith. The report was been approved unanimously.

Ruth Alahydoian explained the next item on the agenda, Resolution 05-2018-19 on Temporary Borrowing from County. “This is something that the District does every year,” Alahydoian says, “[the District] borrows from the County at times when the District’s cash is low.” Since the cash from revenues comes in December, the funds before December is low, so the borrowed cash would be used for payrolls, and may be used to earn interest until it the borrowed money is paid back on April. The District would borrow $5 million from the County. Ms. Smith motioned to approve the resolution, seconded by Ms. Smegal. The resolution passed unanimously.

Additionally, Alahydoian introduced Resolution 06-2018-19 – Gann Spending Limit. The limit was a result of a proposition dating back to 1979, where public agencies should not spend more than the limit set. “If we were to go over the limit, which we do not,” Alahydoian explains, “we would then fall within the state.” Every District’s limit is different; Piedmont’s limit is $26,571,060.97. The resolution was to tell the state that the District is below said limit. Ms. Swenson motioned to approve the report, which was seconded by Doug Ireland. The resolution passes unanimously.

The last action item on the agenda was the Certify Competence of Administrators in the Assessment of Certificated Employee. Superintendent Booker explains that the item is an annual certification to allow administrators to legally evaluate certificated staff. It is done to demonstrate that the administrators are cleared and holding their administrative service credentials. Ms. Smegal moved to approve the item, seconded by Ms. Smith. The item passes unanimously.

The meeting moved to the Board Reports and Announcements. Ms. Swenson, Ms. Smegal, and Ms. Smith all went to a Let’s Talk workshop, complimenting how many students attended the meeting.

Board member Doug Ireland announced the local elections will be happening soon, urging those who are old enough to vote to register. Sarah Pearson attended the PEF meeting, the Senior Parent Night, the Piedmont Center of the Arts with three Holocaust survivors event, commended the PHS teachers during Back-to-School Night, and announced that the films from the Diversity Film Series will be available at the PHS library.

The meeting ended with Sarah Pearson reading a list of accepted donations. The meeting officially adjourned at 8:43 p.m.

After the meeting, I interviewed attendee Megan Pillsbury. She was there to see how the meetings go, as she is running for a position on the School Board. “I think I’d like to help communication,” Pillsbury said, “because I was a teacher in the District, and I think there could be better communication between School Board members and teachers.” Although she has not taught in 4 years, she had trouble communicating with the School Board since there was no clear voice towards the Board.

Wall of Honor Opens at Piedmont High School

The Wall of Honor at the Ambassador Christopher Stevens Library at Piedmont High School opened on Friday, September 14 at 4:30 p.m.

Announcement:

The Wall of Honor is an extension of the Ambassador Christopher Stevens Memorial Collection at the Piedmont High School Library and is part of Piedmont’s distinguished tradition of “Achieving the Honorable.” The Wall of Honor lists Piedmont Service Members who have bravely served our country in the US military and the Foreign Service from WWI to the present.

The Wall of Honor consists of three parts: a visual installation in the Piedmont High School Library, a permanent digital repository of the names of over 1,000 men and women from Piedmont who have served our country from WWI to the present, and an interactive website intended as a place where students as well as service members and their families can learn more about the service given to us by those from Piedmont.

The Wall of Honor website, www.phswallofhonor.org, has been thoughtfully designed by talented local web designer, Kristen Long of Oakland based Mighty Minnow with direction from professional museum display designer Agata Malkowski, to be a site that can grow over time as service members and their families contribute more names, service details and photographs. It is hoped that Piedmont High School students as well as community members will access and use the site as a resource of factual information and thoughtful contemplation.

A Wall of Honor planning committee has worked for the past two years with the Piedmont Unified School District (PUSD), the City of Piedmont, the Piedmont Historical Society, and the family of Ambassador Stevens to plan the project and raise the funds necessary to make it a reality.

The public may visit the Wall of Honor online at any time (www.phswallofhonor.org) or in person at the Piedmont High School Library during school hours after first signing in at the school office.

The following is the statement made at the opening of the Wall of Honor on Friday, September 14, 2018 . 

Thank you for being here today as we officially open the Wall of Honor!

A special welcome to the Stevens Family. We are honored to have you here and it is with special consideration that we remember Ambassador Christopher Stevens on the sixth anniversary of his passing.

I, and my fellow committee members are so proud of this project for a number of reasons. First of all because the Wall of Honor fulfills a need in the school community for a place to recognize and learn more about the service provided to our country by Piedmonters from WWI to the present in the military and diplomatic service.

Inspired by Ambassador Stevens, and continuing his legacy, we hope the young people of Piedmont will use the Wall of Honor as a resource for reflection and inquiry. By doing so they will be able to share in the lessons, whether easy or hard, that military or diplomatic service can teach. Hopefully this sort of inquiry will also give our community a chance to reflect on what public service means to them and how best to incorporate it into their lives.

We believe that students, and our country will be the better for it.

Secondly, and just as important, I am proud of the collaboration and cooperation that has marked this project’s creation. Keeping in mind the school’s motto: “Achieve the Honorable”, while planning the Wall of Honor, we sought input and advice from the Stevens family, school administrators, teachers, students, the Piedmont Historical Society, the City of Piedmont, veterans and current service members. I believe the Wall of Honor that you see today truly reflects this thoughtful approach.

Along the way, we were extremely fortunate to have met Agata Malkowski, without whom this project would never have come to life. Agata is a talented and successful museum experience designer, who happens to have a soft spot in her heart for the US Marine Corps. Agata had the professional know how to take this project from an idea to reality. Thank you, Agata.

And of course, we are also extremely grateful that we had the opportunity to work with web design firm Mighty Minnow, based locally in Oakland and headed by the extraordinary Kristen Long. The Piedmont Education Foundation introduced us to Mighty Minnow, and we feel very fortunate that Mighty Minnow has applied their creativity and professional ability to the Wall of Honor website.

The Wall of Honor consists of three parts:

  1. A permanent digital database which can be added to over time, of the names and service details of Piedmonters from WWI to the present who have served our country in uniform and the diplomatic service.
  2. A physical place of inquiry and reflection that can be visited by students, teachers and the community.
  3. A digital repository which can grow over time, to collect the stories, memories and information about the time in service performed by Piedmonters.

In closing, I would like to share my personal aspiration for the Wall of Honor here at PHS.

The World and National news we hear today of entrenched partisan politics, global environmental concerns, mass immigration worldwide, and never ending wars can make the world seem like an unapproachable mess and it is easy to see how a student might feel that his or her individual actions would not make a difference.

Yet, as extraordinary as we feel this time is, it is certainly not unique in history. Piedmont students have faced extraordinary times since WWI and have taken the education they received here out into the broader world to help make it a better place.

Piedmont students have been fortunate since the founding of the school to be in an environment where they learn and put to use the building blocks necessary for lifelong education. Critical thinking, the capacity to care and practical know-how are tools that Piedmont students are equipped with upon graduation.

Just as Ambassador Stevens will forever be remembered for his leadership in taking these tools and using them to build better understanding and cooperation between cultures on the world stage, my hope is that the Wall of Honor will be place where Piedmont students can find a source of knowledge, strength and inspiration to go out and lead the way to make our world a safer and more caring place.

Let’s Talk

Citizens of Piedmont attended the Let’s Talk Workshop that took place on Saturday, August 25, 2018,  to gain a new understanding of the community they live in and the social aspects involved.

The leader of the Let’s Talk sessions, Sara Wicht, began this first morning session with a mirror activity. In this activity, everyone in the room had to find a partner that they had not talked to that day. The partners decided who would be partner A, and who would be partner B. The direction were for partner B to mirror every motion that partner A made, and then after a minute, the partners would switch roles.

After, a group reflection was held where people could share what they were feeling as they were both the leader and the follower. Many people who had to be the leader the first round said that there was a lot of pressure to lead, and that it was much easier for them to be the follower. They said that as a follower, you have one objective, to follow, but as a leader you constantly have to think about what you are doing and what you are going to do next. I, however, felt that it was easier for me to be the leader once I felt comfortable with my partner. I was partner B, so I had a minute to feel comfortable with my partner before I made him mirror my motions.

After the reflection, Wicht compared the leading and following to that of two people having a conversation. If the follower does not pay attention for even a second because they get distracted or are already thinking up a response before the leader is finished, it can throw the whole conversation off. It is important, in a conversation, for everyone to have a chance to be a leader, and for everyone to be a loyal follower once their leading is over.

Next, each table group talked about which goal was most important for each individual out of the goals Wicht provided for the session. The goals were to demonstrate self-awareness, confidence, family pride, and positive social identity.

Then, transitioning more onto the topic of identity, Wicht led an activity in which she told the group to make a list of 8 things. Each one was a different part of one’s identity; race, nationality, gender, socio-economic class, religion, sexual orientation, and ethnicity.

Then, without giving the participants much time to think in between, they had to eliminate a part of their identity which they found the least defining of who they are until they were left with just one. The table groups debriefed on how it felt to have to eliminate a part of their identity, and whether it was easy or not. Wicht then brought the group back together and said that if you take away a part of you, even if it is not a huge part of your identity, you still will not be you anymore.

“This is a really important issue for this town,” participant Diana Miller said. “We’re in such a bubble here, and Oakland is just right there, and we have so much that we need to do to help improve our minds and our outlooks and our communication and our relationships with people who are not like ourselves, and anything that I can do to make that happen, I’m gonna try.”

Wicht then transitioned into race, focusing on how you see the world, and how the world sees you. She said that a sense of race is developed at a really young age, and therefore there is no time “too early” to start talking about it.

“Silence perpetuates racism,” Wicht said.

Wicht then brought up the idea of implicit bias, and how it is unconscious or automatic. She presented situations, and the group was to determine whether there was implicit bias involved. The groups reflection afterwards was that the situations were too vague and without enough context to just assume that implicit bias was in fact involved in each of the decisions of the people in the situations. It can be with bad intentions, but first we have to see it from every perspective.

“I got some level of satisfaction sitting with students who have the world ahead of them,” Miller said. “There is a lot of mind opening that happened that I think we may not even realize and I think some change has happened in the last three hours.”

Let’s Talk!
Last Sunday I attended one of the “Let’s Talk” seminars that was supported and run bythe Piedmont Unified School District (PUSD) and Piedmont Appreciating Diversity Committee (PADC). The seminar was run by Sara Wicht, who has taught all over the world, including Rio De Janeiro, Minnesota, and California to name a few.

Normally throughout the year PADC and PUSD will have 2-4 Let’s Talk seminars. Other speakers there included Jen Cavenaugh, a Piedmont City Council member, and Randall Booker, Superintendent of PUSD.

The main goal of the meeting was to navigate polarization and find out what Piedmont as a community can do to combat it. The suggested solution was to learn how to discuss opposing arguments respectfully and effectively. Ms. Wicht also stressed that when discussing these issues we must make sure the person does not feel excluded or like an outcast.

First, Ms. Wicht showed us the main parts of a conversation and how they can be kept civil instead of argumentative. She stated that the best way to keep a conversation civil is to, “Ask yourself what you are trying to learn and accept the other side, even if you do not agree.” A conversation is broken into seven different parts that include intention, approach, opener, sparks, reciprocity, exits, and reflection.

Throughout the seminar at our table groups we discussed how to make each part the most respectful and beneficial for each person. As a group we acknowledged that the most important tip for all of these parts of conversations is to be accepting and understand that you do not need change the other’s point of view.

Following the table discussions about conversations, Ms. Wicht pulled everyone back together to talk about “Modeling neighborly behavior.” She considered this to be the second most important part of diversity awareness and inclusion. Examples of neighborly behavior include celebrating diversity, gathering neighbors at public events/discussions, sending inclusive signals to neighbors, and listening to personal experiences.

One of the other people at my table was Megan Pillsbury. Ms. Pillsbury had heard great things about the “Let’s Talk” meetings but this was her first time in attendance.  She came because she felt that she should be a part of this movement for more inclusiveness and diversity awareness. On top of that she was is going to run for School Board and as part of her campaign she wants to take steps to create a more inclusive community.

Previous to her campaign Ms. Pillsbury taught for over fifteen years at Wildwood Elementary School. She wanted to come because she saw that many of her classes were not as diverse as she expected. Ms. Pillsbury hopes to be elected to the school board and take action by promoting diversity awareness for all ages throughout the PUSD school system.

Personally, I thought the seminar was very engaging. It gave me lots of helpful tips for engaging in beneficial conversations when discussing political differences or diversity. Compared to many of the people there, I would say I have more conservative views. During many of the discussion portions I had lots of different ideas than the majority of the people at the table. However, everyone was respectful, accepting and willing to listen, which was really great to see. I would definitely recommend that you check out one of Ms. Wicht’s talks.

Let’s Talk!

Last weekend in Piedmont, Piedmont City Council and Piedmont Unified School District held a workshop called “Let’s Talk!.” The workshop is being held on four different weekends throughout the year in the Piedmont Veterans Hall with four sessions each time.

The goal for “Let’s Talk!” is to build a more inclusive Piedmont through conversations with the residents. The workshop attacks problems such as: racial equality, the importance of conversation, and how to build communities.

“Let’s Talk!” promotes attacking these problems with conversation. The workshop teaches people how to listen and respond to ideas that they might not agree with and do so in a respectful and constructive way.

“Let’s Talk” teaches a four step refutation to counter an idea one doesn’t agree with. The four steps are: restate, refute, support, and conclude. This is an effective strategy to argue with someone while still respecting their opinion.

I attended the August 26th workshop. During the workshop, the attendees were put into small groups so they could participate and apply all the skills we learned. This format allowed everyone to practice using the skills we learned and then apply them in the community.

The people in attendance were people who live and work in Piedmont. The people that showed up were people who were looking to share some of their stories and people who were looking to make a difference in their community.

The workshop was filled with many activities to help teach people how to have conversations about difficult subjects. The activities were split between small groups and the whole group. In an activity with the whole group I shared an example of how to practice the four step refutation on how Piedmont High School needs a remodel. After I shared I was reaffirmed by the group that I had mastered the skills they were teaching.

Charlie Richards, a resident of Piedmont who attended the workshop in search of a place that will help build community in Piedmont, claims, “in the community of Piedmont there is comparative wealth and the comparative wealth breeds an independence…creating isolation in the community.” Richards attended the meeting to learn ways to help Piedmont strengthen its community because he feels like Piedmont is divided by ageism and classism.

In the workshop classism was brought up as a major problem for the city because with the lack of diversity, racism is amplified.

All the people in attendance were very supportive and accepting of the varying opinions presented in workshop. Toward the end of the workshop we went over ways to build a more inclusive community using movies, art, and signals of inclusiveness.

All in all “Let’s Talk” taught me and the people of Piedmont that problems such as racism and community building can be improved through the use of conversation.

BART Labor Day Weekend Interruptions To and From SF until Tuesday AM: Free Bus Bridge

Labor Day Weekend BART to and from Piedmont to San Francisco destinations will take longer –

BART will be making major repairs on their track and other infrastructure between the 19th Street and West Oakland stations over the Labor Day Weekend, September 1-3.  There will be no BART service between those stations.

There will be a free bus bridge provided by AC Transit between 19th Street and West Oakland, with the trip taking between 10 and 15 minutes.  The trip from Rockridge or MacArthur Station to the San Francisco airport or any other San Francisco destination should be expected to take up to 30 minutes longer than normal because of the time needed to transfer between BART stations and buses.

Riders who wish to travel across the Bay should stay on their BART train until 19th Street, take the free bus to West Oakland, and board another BART train to their West Bay destination. In the eastbound direction, passengers should get off BART at West Oakland, take the bus shuttle to 19th St., and then board another BART train.

Normal BART service will resume Tuesday morning.

Online Classes Substitute for Teachers? More Teachers Needed, Ed Foundation Donates $2,708,421

New Piedmont School Year Brings Foundation Funding and Hiring Crisis at PHS –

On Tuesday, August 21st, the Piedmont School Board held its bi-monthly meeting at City Hall, kicking off the School Board meetings for the 2018 school year.

The agenda was split between the usual items at the beginning of every school year and reports on some of the issues that the School District is already facing.

The meeting began with Piedmont Unified School District (PUSD) Board of Education President Sarah Pearson inviting the representative of the teachers’ union, Mr. Kessler, to deliver the union’s remarks on the upcoming school year. He brought up the “palpable energy” of the new school year, the new initiatives in the Middle School, and the excitement in the new teachers. He requested that the administration and School Board have more faith in the teachers’ methods and allow them more autonomy.

Heather Frank, Executive Director of the Piedmont Education Foundation, presented the Giving Campaign’s annual check to the Piedmont Unified School District. The check was a record-breaking $2,708,421 with $1.4 million dollars dedicated to keeping class sizes smaller.

Board Member Amal Smith commented, “Due to the fact that our state budget is being continually cut, without the efforts of the Piedmont Education Foundation, the District would simply be unable to run.”

The Board opened the Public Forum when attendees could address items not on the agenda.  Senior Casey Lane spoke about her grant request for the Diversity Awareness Club. Mentioning that teenagers are basically dogs and follow food,  and she requested that the Board consider the grant in order to continue fostering diversity in Piedmont. The Board in response thanked her for taking charge of such an important action in Piedmont High School.

As Casey was the only speaker not on the agenda, the Board took up its regular agenda with the confirmation of the new Piedmont High School Director of Athletics, Alphonso Powell.  Superintendent Randall Booker introduced Mr. Powell and commented on his vast experience in the Oakland and San Francisco school districts.  Booker ended by saying “That he was most impressed by Mr. Powell’s experience of teaching in a classroom, a rare trait for an Athletics Director.”  Unsurprisingly, the Board approved Alphonso Powell for Athletic Director on a 5-0 vote.

Superintendent Randall Booker provided the Board with insight on the teacher shortage in Piedmont. He listed nine major vacancies at the beginning of the school year and so far five of them have been filled. He explained the reason for the shortage was the exorbitant Bay Area rent, a lack of qualified teachers and every school district fighting over the few qualified candidates that are left. He ended by asking the Board for patience, as while the District could throw anyone into a classroom and call them a teacher, he is making sure that they do the necessary background checks on any candidate before hiring them.

Personally, I believe that the school hasn’t properly communicated any of the issues with hiring to the students and are focusing far too much on new long-term initiatives and not enough on our current students.  As a student, I would love more than anything else to have smaller class sizes and fewer overworked teachers.  Both problems have only worsened this year.

Before the meeting, I had interviewed Superintendent Randall Booker on the hiring crisis and asked how he was communicating the issues brought up with the Board to the students. He responded, “The administration are doing their best to email parents and students in the affected classes and provide updates.”

I then asked him about alternatives to having substitutes who are unable to teach the classes. In response, he commented that, “The school is looking for any possible part-time teachers until a permanent replacement can be found and in the worst-case scenario, the school is looking at online classes that the students can use through their Chromebooks.”  Mr. Booker’s thoughts reflect the administration’s continued efforts to try and appease parents and students, while finding qualified teachers.

On a more cheerful note, Randall Booker showed the Board a video of the first day of school at all six schools. While without a doubt the elementary school kids were cuter than the high schoolers, the video was heartwarming at every school.

The Board meeting ended with each Board Member adding their personal thoughts on the upcoming school year. Of note was Cory Smegal’s comment on Mr. Booker’s keynote presentation. She complimented him on bringing the teachers, faculty and administration together with his speech on working as one team for the children in the District.

After those comments, the Board adjourned at 8:30, managing to end a half hour early despite the busy schedule and hectic start to the school year.

4 Candidates for City Council and, So Far, 4 Candidates for School Board

Piedmont Election – November 6, 2018

Candidates seeking election to the three open City Council seats are:

  • Tim Rood – Council member – Incumbent  

The nomination period for City Council candidacy ended on August 10th because the two incumbents filed re-election nomination papers. 

The Board of Education Nomination Period has been extended to Wednesday, August 15th because Incumbent Doug Ireland is not seeking re-election.

Reservoirs Are Healthy: Piedmont to Have More Replacement of Old Pipes

Earthquake preparation for water lines – 

On Wednesday July 11, 2018,  an East Bay Municipal Utility District (EBMUD) District Board briefing was held at the EBMUD Administrative Building on 11th Street in downtown Oakland. Present at the meeting were EBMUD Board of Directors for three of the Wards for EBMUD local service areas: Doug Linnet, William B. Patterson, and Marguerite Young.  Invited Guests present at the meeting included other EBMUD representatives, elected officials, local media (including PCA), and other community leaders. Director Marguerite Young is the elected representation of Ward 3, the local service area which includes the City of Piedmont.

Much of the briefing focused on many of the general issues that confront the east bay with regards to water and water waste. In terms of the ongoing drought, Director of Operations and Maintenance, Clifford Chan says that the end of year water storage and reservoirs look good and healthy.

Issues included recapping on certain projects in the area, like a 7 million dollar odor reduction operation that was just completed on the water treatment plant beside Interstate Highway 80. This insures a reduction in the strong odors that drift across the highway and into the Target store and other shopping centers in the Emeryville area. This accompanies other projects that EBMUD has taken on.

During the 2017-2018 year EBMUD has begun the process of replacing old transmission pipelines. Several of these pipeline replacements will take place in EBMUD Ward 3 and will have an effect on daily activity in Piedmont. One such case is the replacement of an 88-year-old pipeline that runs beneath Grand Avenue on a stretch between Arroyo Avenue and Oakland Avenue. The construction on Grand Ave will force some lane closures, but EBMUD says it will maintain two way traffic at all times. In case of water service interruption, residents will be notified either in person or with a door hanger.

Several of the replacement projects in Ward 3 will have pipes rebuilt to withstand seismic activity like pipes running through Berkeley and Oakland that are built near or on the Hayward fault line such as a new pipeline that is running by Cal Memorial Stadium and beneath Highway 24, which services water through Berkeley, Oakland, and Piedmont. This line near the fault line will need to be engineered to withstand a large earthquake within a close proximity.

Controversial Piedmont Charter Changes Challenge Council and Citizens

Council would hire, but could not fire.

Facing a strong Administrative staff proposal to diminish the Piedmont City Council’s authority and control, the Council appeared confused, lacking clarity or direction.  Council members questioned issues as basic as whether the Council or the City Administrator should hire and fire the City’s top managers – Police Chief, Fire Chief, Finance Director, etc.

The City Council had paid little attention to the City Charter until there was a desire to accumulate ever greater amounts of revenue in reserve, without clear and specific purposes.

Overriding the unlimited reserve issue became the Administrative staff desire to change how Piedmont is governed. 

The review and changes to the City Charter had been pushed by former and resigned mayor, Jeff Weiler, who wanted the City to not only have a permanent, potentially escalating parcel tax, but who wanted the City to garner and retain in the General Fund Reserves unlimited amounts of revenue.

The City Council asked the Administrative staff to look at the City Charter and propose changes.   The Council was eager to allow the staff to construct their proposals independent of Council originated ideas. Individual Council members were to privately, outside of Council meetings,  submit to the City Administrator Charter changes they wanted.

The Administrative staff came up with a monumental proposed change to Piedmont’s long-held system of governance. The Charter changes proposed will significantly reduce Piedmont’s City Council’s long-held authority and Council responsibility for City services.

City Administrator, Paul Benoit, proposed that the City Council should no longer appoint top Department Heads, Police Chief, Fire Chief, Finance Director, Public Works Director, etc., he, the City Administrator, should have complete hiring and firing authority.

The Council did not totally accept Benoit’s proposal and chose to continue their long-held practice of hiring key positions.  The Council however, relented on Benoit’s proposal to allow him, the City Administrator, to be the sole individuaauthorized to fire key staff members hired by the Council.

The Council, in deference to Benoit, who is well liked by the Council, was also willing to forfeit their right as a Council to direct the Police Chief, Fire Chief, etc.  The Charter revisions as proposed will require all Council direction to go through the City Administrator, even if the Administrator position is vacated or terminated.  If there is a conflict with the City Administrator and a Council hire, the only choice the Council will have is to fire the City Administrator.

Mayor Bob McBain wanted to totally relinquish to the City Administrator the Council’s hiring and firing authority, but this was not supported by other Council members.

The City Administrator proposed governance is a form of governance traditionally found in cities with directly elected mayors who have more executive authority than Piedmont’s largely ceremonial Council-selected mayor, rotating among  their members with limited powers as set out in the City Charter. 

Council questions regarding Charter language stating the Council has authority “to direct” their appointees led to further Council confusion.  Despite specific existing language in the City Charter stating Council members as individuals are not allowed to direct staff members, Benoit argued he did not want the Council as a whole to be able to direct staff members even during Council meetings or emergency situations.

Individual Council members have been known to direct staff without the knowledge of the Council as a whole perhaps encouraged by a City Administrator.  It can be easier and faster for an administrator to gain direction from one person, a Council member, the mayor, than from a majority of the Council as required by the City Charter. 

The City Council and the City Administration, including the City Attorney, in recent years have not been attentive to the intent or language in the City Charter.  Since Piedmont’s long-term attorney retired, a great amount of knowledge on the City Charter has apparently been lost or ignored.

In considering proposals for changing Piedmont’s City Charter, the City Council has held a number of poorly attended, fragmented public meetings.  No independent committee, as in previous years, was formed to carefully consider the complex and important City Charter despite a number of citizen requests. Because of various voids in the questionable proposals, it is obvious  the entire Charter was not carefully considered nor discussed leaving many questioning the process and the proposals.

Significant current issues were never considered during the Council Charter review process. 

Some examples are:

  • requirement for voters to make zoning changes
  • borrowing money for more than one year
  • Council officer vacancies
  • bid advertisements and notifications

The Council agenda for Monday night appears to acknowledge that the Council, City Administrator, and City Attorney have not upheld Piedmont’s City Charter. 

The Council agenda items for the Monday, July 16, 2018 meeting rebuffs the City Charter when it states “Conform to Modern Practice.”  No one would want the City Charter to perpetuate unlawful practices; however, “Modern Practices” infers and confirms non-compliance with Piedmont’s long successful and practical City Charter.  Prime examples of ignoring the Charter are the usurpation of Council authority, borrowing money, and negation of voter approval for zoning changes.

The Council decided to separate the governance issue from the remainder of the Charter revision proposals after sensing the potential opposition to turning over long-held Council authority to the City Administrator.  Piedmont voters will find little transparency in the attempt to change Piedmont governance as noted in the staff report below:

Amendments to the City Charter to Clarify the Reporting Structure for Officers of the City, Clarify the Departments Responsible for Maintenance of Park Lands and Recreational Facilities, and Make Other Amendments to Conform the Charter to Modern Practice 

 Council dropped notion of unlimited General Fund Reserves.

When Kathleen Quenneville, a local authority on civic governance, told the Council that the Charter proposal to eliminate the cap on General Fund Reserves would not be supported by voters, the Council promptly removed the proposal, as it is their desire to not initiate opposition to Council proposals since a prospective voter approved future facilities bond measure is being considered.  Concern was expressed by Council members wanting to keep voters positive about Council actions and proposals, leading to the unlimited General Fund Reserves being dropped, and the separation of City Administration governance from other proposals.

This article does not describe the many other proposals suggested by the Council, however urgency does not appear to be present.  Items continuing to be of concern are:

  • Inconsistencies between the School Board and Council elections – School Board members could seek re-election after sitting out for 4 years, whereas City Council members must sit out for 8 years, unknown in other communities
  • Extension of time to fill Council vacancies from 30 days to 60 days

The Charter change matter will be considered by the Council at 7:30 p.m., Monday, July 16, 2018 in City Hall, 120 Vista Avenue.  The meeting will be broadcast live on Cable Channel 27 and from the City website under videos.
